Constitutional Or Controversial? Mamora Speaks On Obasa’s Stunning Ouster

Former Speaker of the Lagos State House of Assembly and ex-Minister, Olorunnibe Mamora, has come forward to defend the removal of Mudashiru Obasa as Speaker of the Lagos Assembly, affirming that the process followed the constitution. This statement follows Obasa’s claims that his removal on January 13, 2025, was unconstitutional, alleging that the proper impeachment procedure was not observed.

Mamora, who served as Speaker from 1999 to 2003, spoke out on Saturday, emphasizing that the decision by 35 out of the 40 Assembly members to remove Obasa was in accordance with legislative norms. Obasa was ousted after allegations of misconduct and financial mismanagement, with Mojisola Lasbat-Meranda replacing him as Speaker. Obasa, however, has strongly denied the charges and labeled his removal as politically motivated.

Addressing supporters in Ikeja, Obasa maintained that the accusations against him were baseless. In an interview with Vanguard, Mamora explained the difference between impeachment and removal, stating that the Nigerian constitution only refers to “removal,” not “impeachment,” and that the process for removing a Speaker is much simpler than that of a governor or president. He pointed out that as long as two-thirds of the members of the House support the motion for removal, the Speaker can be dismissed without the need to address specific allegations.

Mamora reiterated, “The removal of Obasa followed constitutional procedure as outlined in Section 92 of the constitution. Allegations were presented against him, and based on that, the House proceeded with the removal. Whether the allegations are true is for the Assembly to determine.”

On the issue of Obasa allegedly disrespecting Governor Sanwo-Olu, Mamora stated, “If true, it is not appropriate for any Speaker to disrespect the governor, as he is the chief executive of the state.”
