El-rufai Sets Agenda For 9th Assembly
Prior to its expiration in June 2023, Malam Nasir Elrufai, the governor of Kaduna State, established the agenda for the 9th National Assembly on Monday in Abuja.
The theme became crucial for the nation, according to El-rufai, who is the chairman of the Distinguished Parliamentarians Lecture 2022, which is being held by the National Institute for Legislative and Democratic Studies in Abuja.
Speaking on the agenda, the governor asked the parliamentarians to see that a state and community policing statute was passed, claiming that without it, the nation’s current policing system would not function.

He claims that Nigeria is the only nation with a centralized police force, so the national legislature must see to it that a new law is passed to address the nation’s policing structure.
He asserted that Nigeria continued to be the only nation with a unitary judiciary and said the national legislature should see to it that this issue was resolved before the end of its term.
He also encouraged the legislators to pass a bill that would guarantee that the first 12 years of education, from primary to secondary school, would be free and required.
El-rufai contends that without universal education, Nigeria will never advance.
According to El-rufai, the 9th assembly should give top priority to restructuring local government autonomy so that each Local Government is adaptable to fulfill the needs of the state.
He said, “these are things that need some creative legislation by the 9th assembly and they must ensure these are achieved before it winds up in June”.
Commending the leadership of Sen. Ahmad Lawan, the Senate President and Rep. Femi Gbajabiamila, the Speaker of the House of Representatives, he said “the two are perhaps the most experienced legislators in the country”.
He said, the lecture became necessary because the national assembly was the most decapitated branch of government as it was usually dissolved whenever there was a coup.
“So this is why the lecture is important to continue to build capacity.There is a need to have this kind of interaction from time to time to make the legislature work better,” he said.
Speaking on why he would never be a lawmaker, El-rufai said “the legislature is one I know I cannot function, because I do not have the patience”.
He said the lawmaker needed hardwork to convince the people, unlike the executive where decision could be taken by the executive with the right to hire and fire.

He claimed that the most significant pieces of legislation in Nigerian history were passed by the 9th Assembly.
El-comments rufai’s about MPs not having the ability to fire anyone were addressed by Lawan in response.
He claims that “this is a complete reversal” because “my colleagues in the 9th assembly have been supporting us” while “our colleagues hire and can fire us.”
