Governor Sule emphasized that the reforms focus on improving Nigeria’s tax framework without imposing additional financial strain. “Most people in the North were led to believe that new taxes were coming,” he clarified. “Today, I assure you, there are no new taxes in these reforms.”
Setting the Record Straight: No Divisions Between Northern Governors and President Tinubu
Sule also addressed the rift that some perceived between the Northern governors and President Bola Tinubu’s administration. He argued that the approval of the revised Value Added Tax (VAT) sharing formula would help unite the parties and clear up any confusion.
“This move will put to rest any rumors about disagreements between the Northern governors and the President. The reforms are in the best interest of the nation,” Sule stated, highlighting that the goal is national unity and fairness in resource distribution.
Key Focus Areas of the Tax Reforms

“The ultimate goal is to attract investment to Nigeria and make the tax system more efficient. We’re eliminating multiple layers of taxation, revising stamp duties, and improving royalty collection—all of which will encourage businesses to stay in the country,” he said.
NGF’s Endorsement of Revised VAT Sharing Formula
The Nigerian Governors’ Forum (NGF) has officially endorsed the revised VAT-sharing formula, which includes:
- 50% distributed equally among all states,
- 30% based on state revenue generation,
- 20% based on population.
This decision follows months of deliberation and careful consideration by state leaders, aiming for a more equitable distribution of resources. The new formula is expected to address long-standing concerns over the fairness of the current VAT allocation system.
What the Tax Reforms Will Do for Nigeria
The 2024 Tax Reform Bills are set to:
- Streamline and simplify Nigeria’s tax system.
- Eliminate the burden of multiple taxes on businesses.
- Improve the efficiency of tax collection, particularly concerning stamp duties and royalties.
