Capt. Chris Najomo, the acting Director General of the NCAA, explained that the establishment of this centre complies with Annex 19 of the Convention on International Civil Aviation, which requires all member states to implement systems for collecting and analyzing safety data. This initiative is a key component of Nigeria’s State Safety Programme (SSP).

The NCAA collaborated with APS Aerospace Corporation, a company with over 100 years of experience in flight data and cockpit/ATC audio analysis. This partnership led to the training of NCAA staff to build capacity in flight data analysis, which is crucial for identifying trends and safety issues in aviation.
