The governor cited a surge in illegal mining and related insecurity across various local government areas, including an influx of foreign miners, which has led to heightened criminal activities such as rape, banditry, drug possession, and kidnapping.

Governor Mutfwang also emphasized plans to collaborate with the federal government to clarify mining regulations, establish monitoring frameworks involving local governments, communities, and mineral rights holders, and review security at mining sites to ensure that host communities benefit from responsible mining operations.

The executive order took effect on February 21, 2025.
