The investigation was triggered by a motion from Rep. Sesi Whingan, citing concerns about Customs officers’ involvement in smuggling and violence against citizens attempting to expose illegal activities. A disturbing report by Sahara Reporters revealed large-scale smuggling, including over 2,000 cars and 6.5 million kilograms of rice, passing through Badagry with alleged Customs involvement.

Additionally, videos by investigative journalist Fisayo Soyombo showed disturbing footage of Customs officers’ complicity. Whingan also highlighted an incident on December 1, 2024, when Customs personnel, in collaboration with soldiers, reportedly assaulted two transporters who were documenting smuggling activities along the Badagry-Seme Expressway.

The lawmaker raised alarm over the severe economic damage caused by rampant smuggling, which undermines local industries, harms businesses, and floods markets with substandard goods. The repeated allegations of abuse and the lack of accountability threaten national security and public trust.

The committees will now examine the role of military personnel attached to Customs operations and ensure their activities comply with legal and human rights standards. They are tasked with recommending corrective measures and will report back within six weeks.

Despite the presence of numerous checkpoints, the region’s porous borders continue to fuel smuggling, with many officers allegedly turning a blind eye to these activities at night. Reports have also surfaced of extortion and the involvement of young women in the illicit trade, further destabilizing the region’s economy.

The investigation aims to restore public confidence and address the corruption undermining Nigeria’s border security.
