The initiative, announced by the Director-General of Nigeria’s National Emergency Management Agency (NEMA), Mr. Mustapha Ahmed, underscores a collaborative effort to enhance coordination and implement effective early warning systems.

In a consultation workshop held in Abuja and organized by the United Nations Development Programme (UNDP) Nigeria, stakeholders from ECOWAS Member States gathered to deliberate on the strategic framework.

Ahmed emphasized the pressing need for a regional resilience strategy, citing the prevalence of disasters, crises, and conflicts that have adversely impacted livelihoods, economic growth, and sustainable development across the region. He stressed the importance of anticipatory actions guided by qualitative and quantitative data to inform risk-informed decision-making.

Highlighting Nigeria’s efforts to address multifaceted challenges, Ahmed underscored the significance of leveraging natural and human capital for strategic investments to meet future aspirations amidst evolving climate change dynamics and demographic shifts.

The workshop also addressed critical issues such as subsistence farming, pastoralism, and shifting cultivation, which have become unsustainable due to population growth and dwindling land resources. Ahmed emphasized the need for innovative solutions to mitigate conflict and enhance rural productivity.

Dr. Omar Touray, President of the ECOWAS Commission, echoed the sentiment, acknowledging the escalating losses from disasters projected to rise in the coming decade. Touray emphasized the importance of transparent communication, collaboration, and the promotion of resilience and sustainable development across the region.

Ms. Elsie Attafuah, Resident Representative of UNDP Nigeria, expressed gratitude for the engagement and co-financing of the resilience strategy by the ECOWAS Commission and supporting countries. She underscored the importance of addressing the needs of West Africa’s youthful population through innovative approaches and collaborative efforts.

The workshop serves as a platform for dialogue, collaboration, and innovation to refine analysis, identify synergies, and prioritize components of the strategy that will have the greatest impact on resilience-building efforts. Ultimately, the goal is to chart a path towards a more resilient West Africa, equipped to prepare, manage, and recover from crises effectively.
