During Buhari’s tenure, allegations of budget padding surfaced in 2016, leading to the removal of the then Chairperson of the House of Representatives Committee on Appropriation, Abdulmumini Jibrin. In 2019, Buhari accused the National Assembly of increasing the budget by N90 billion, jeopardizing the government’s Economic Recovery and Growth Plan (ERGP).

Similar concerns arose in subsequent years, with budget increments by the National Assembly drawing criticism from Buhari for impeding fiscal objectives. Despite these challenges, budget padding persisted, with the 2024 budget being the latest subject of controversy.
