Presidential Clemency: FG Launches Strategic Advisory Panel To Rewrite Justice Stories

The federal government has officially inaugurated a 12-member Presidential Advisory Committee on the Prerogative of Mercy (PACPM), tasked with identifying individuals eligible for pardons and clemency. At the inauguration ceremony held in Abuja, George Akume, Secretary to the Government of the Federation (SGF), emphasized that the president’s authority to grant pardons is enshrined in Section 175 of the 1999 Constitution (as amended).

“This initiative aligns with the ‘Renewed Hope’ agenda of the president, fostering a just and compassionate society by safeguarding against injustices and promoting rehabilitation,” Akume stated.

The PACPM, which has a four-year tenure, will be chaired by Lateef Fagbemi, the Attorney-General of the Federation and Minister of Justice. The committee comprises representatives from key ministries, departments, agencies (MDAs), and religious bodies, alongside four eminent Nigerians.

Committee Composition
The PACPM includes members from the Nigeria Police Force, the Nigerian Correctional Service, the National Human Rights Commission, the Nigerian Supreme Council for Islamic Affairs (NSCIA), and the Christian Association of Nigeria (CAN). Esteemed personalities such as Justice Augustine Utsaha, Prof. Alkasum Abba, Chief Akinlolu Olujinmi (SAN), and Prof. Nike Sidikat Ijaiya have also been appointed.

The committee’s responsibilities include visiting correctional facilities across the country to assess cases of convicts and ex-convicts for possible presidential clemency.

A Call for Fairness and Justice
Speaking at the event, Lateef Fagbemi stressed that the committee’s role is not to override court decisions but to ensure justice through the constitutional prerogative of mercy.

“Our mandate is to evaluate pardon applications objectively, ensuring they align with public interest and justice. We are committed to carrying out this assignment with utmost transparency,” Fagbemi assured.

The committee will present its findings and recommendations to the president, who will make the final decision on granting pardons.

The PACPM’s establishment underscores the government’s commitment to fairness, rehabilitation, and the upholding of human rights in Nigeria.
