Controversy Erupts Over Tax Reforms: Critics Claim Government Is Forcing The Bills Through

of Nigeria (Establishment) Bill, 2024 (SB.583), the Nigeria Revenue Service (Establishment) Bill, 2024 (SB.584), the Nigeria Tax Administration Bill, 2024 (SB.585), and the Nigeria Tax Bill, 2024 (SB.586). These bills have already passed the second reading in the Senate, despite the growing backlash.
During Jumm’at prayers on Friday, prominent clerics, including Professor Mansur Ibrahim from Sokoto State, condemned the bills, accusing the federal government of secrecy in their drafting. The clerics expressed their support for lawmakers like Senator Ali Ndume (APC-Borno South), who voiced their objections, while criticizing others for supporting the proposed laws.
The bills, which were presented by Senate Leader Opeyemi Bamidele and passed their second reading under the leadership of Senate President Godswill Akpabio, have been referred to the Senate Committee on Finance for further review. Despite clarifications from Taiwo Oyedele, chairperson of the Presidential Committee on Fiscal Policy and Tax Reforms, northern lawmakers remain unconvinced, arguing that the bills have hidden motives that must be carefully examined.
Opponents of the bills are demanding their immediate suspension due to insufficient consultation and a lack of public hearings. Cleric Ibrahim criticized the government’s push for swift passage, suggesting that it undermines the democratic process. He also questioned the fairness of the bills, particularly the impact on Northern states, claiming they disproportionately benefit Lagos.
Ibrahim further expressed concerns over the potential increased tax burden on Nigerians, especially on VAT, which he believes would worsen the economic hardships facing the country. He also suggested that Lagos would benefit more from the reform, alleging unfair treatment of other states.
In support of the opposition, clerics have called for lawmakers to reject the bills in the interest of their constituents, threatening divine retribution for those who support the legislation.
However, Senator Babangida Hussaini of Jigawa Northwest reassured that the passage of the bills through their second reading is only the beginning of the process. He emphasized the importance of public hearings where all stakeholders can voice their concerns and clarify any issues before the bills can become law. He assured that Northern senators were actively engaged in the process and would ensure that the bills are scrutinized carefully.
