This plan diverges from the objectives of the US and the EU, which advocate for the Palestinian Authority to assume control of Gaza as a step towards establishing a Palestinian state. The release of this plan coincided with the visit of Brett McGurk, the US Middle East envoy, to Israel. The US has not yet publicly commented on the document.
