NRC Under Pressure: House Of Reps Issues Urgent 7-Day Ultimatum For PPP Transparency
The House of Representatives Committee on Public Assets and Special Duties has issued a seven-day ultimatum to the Nigerian Railway Corporation (NRC) to provide comprehensive documentation regarding all its Public-Private Partnership (PPP) agreements. This mandate was established during a public hearing in Abuja, where the committee evaluated the effectiveness of the NRC’s PPP arrangements and concessions.
Committee Chairman, Ademorin Kuye (APC-Lagos State), criticized the NRC for not fulfilling prior requests for the required documentation.
The requested documents include:
- Copies of agreements for all PPP assets, including concessions and leases, along with their start dates.
- Proof of remittances to the Special Concession Account.
- Income profiles derived from PPPs and concessions.
- A detailed account of achievements during the review period.
- Evidence of advertisements for PPPs or concessions, including expressions of interest.
- Reports detailing challenges encountered and recommendations for better implementation.
- Budget performance records from 2021 to the present, highlighting planned versus executed items.
- A sworn affidavit confirming the accuracy of all submitted documents.
Kuye also requested a report related to a viral video depicting an individual stealing from a train station.
The committee noted similar theft incidents reported in states such as Niger, Bauchi, Nasarawa, and Lagos, emphasizing their commitment to hold all offenders accountable.
Kuye warned that if the NRC fails to meet the December 11, 2024, deadline, the committee would be compelled to exercise its constitutional powers against the corporation.
Meanwhile, NRC’s acting Managing Director, Benjamin Iloanusi, apologized for the delays, attributing them to miscommunication. He explained that the corporation had previously submitted documents based on earlier requests but assured the committee that they would compile and submit the necessary materials without delay.
Iloanusi also requested access to the viral video to aid in the NRC’s internal probe and to help identify the individuals and locations involved in the incident.
