In a rare and defining moment for subnational governance in Nigeria, Edo State has achieved what few states can lay claim to — producing both the Best Secretary to the State Government and one of the Best Attorneys General in the country at the same time. This is not coincidence. It is the outcome of deliberate leadership, strategic appointments, and a governance system designed for results.

The Secretary to the State Government, Barrister Umar Musa Ikhilor, has been honoured as Best SSG in Nigeria at the National Leadership Awards, while the Attorney General and Commissioner for Justice, Professor Roland Otaru, SAN, has also earned national recognition for his outstanding performance in office.

That both recognitions are happening within the same administration and timeframe underscores a governance structure that is not only functional, but exceptionally coordinated.

At the centre of this momentum is Barrister Ikhilor, a seasoned legal practitioner and governance expert whose experience spans legislative drafting, constitutional advisory, and parliamentary administration at the National Assembly. Since his appointment in November 2024, he has quietly redefined the operational tempo of governance in Edo State.

Known for his efficiency and discipline, Ikhilor has institutionalised a system where government processes move with urgency and precision. Files are treated as instruments of impact, not bureaucracy. Within remarkably short timelines — often under 48 hours — decisions are processed, approvals are granted, and policies move from executive tables to visible implementation on the ground.

This administrative responsiveness has become a silent force behind the growing visibility of government projects across the state, ensuring that the Governor’s vision does not remain theoretical but is translated into tangible outcomes that citizens can see and feel.

Complementing this administrative strength is the legal depth brought by Professor Roland Otaru, SAN, a distinguished legal luminary, academic, and one of the most accomplished Senior Advocates from Edo North. With a career defined by excellence — from his early academic pursuits to becoming the first SAN from his region — Otaru brings intellectual rigour, legal clarity, and institutional stability to the state’s justice system.

His wealth of experience across litigation, arbitration, and legal scholarship ensures that governance in Edo State is not only effective but firmly grounded in the rule of law. In him, the administration finds not just a legal adviser, but a guardian of due process and a stabilising force within the broader governance architecture.

Together, both men represent two critical pillars of governance — administrative efficiency and legal integrity — working in seamless alignment to drive the state forward.

For Governor Monday Okpebholo, this dual recognition is a clear validation of a leadership approach anchored on selecting the right hands and empowering them to deliver measurable results. It reflects a governance philosophy where competence is not merely desired, but deliberately positioned at the very core of administration — and the impact is now unfolding across critical sectors of the state.

In education, the administration has embarked on large-scale school renovations alongside the recruitment of thousands of teachers to strengthen the learning system. Across communities, markets are being reconstructed and modernised to stimulate economic activity, while new hospitals and health centres are being built and existing ones upgraded to expand access to quality healthcare. In a significant show of commitment to workers’ welfare, the government has also commenced the payment of long-overdue gratuities, restoring dignity and confidence among retirees.

These are not isolated interventions; they are the visible outcomes of a governance system that is coordinated, responsive, and deliberately structured to deliver results.

In producing both a nationally recognised SSG and a high-performing Attorney General within the same cabinet and at the same time, Edo State has demonstrated that excellence in governance is neither accidental nor isolated — it is systemic.
