During a rare meeting of Russia’s Security Council, broadcast on state media, Putin emphasized his willingness to engage in talks on crucial global matters, such as the ongoing conflict in Ukraine and nuclear arms control, according to Reuters.

“We hear the statements from the newly elected president and his team about the intention to re-establish direct communication with Russia,” Putin stated.

He also acknowledged Trump’s commitment to preventing global conflict, saying, “We welcome his declaration to do everything possible to avoid a third world war and congratulate the newly elected president of the United States on his inauguration.”

Putin’s remarks reflect a cautious optimism within the Kremlin that Trump’s presidency may lead to a thaw in U.S.-Russia relations, which have been at a low since the Cuban Missile Crisis of 1962. However, some Russian officials privately recognize that these hopes may be undermined by the complexities of Washington’s policies.

Not Just a Ceasefire in Ukraine

In his address about the ongoing war in Ukraine, Putin emphasized the need for lasting solutions rather than temporary ceasefires.

“The objective should be more than a brief ceasefire or a temporary pause that allows for regrouping and rearming. It must be a long-term peace built on respect for the legitimate interests of all the peoples in the region,” Putin explained.

While Putin expressed a willingness for dialogue, his demand for recognition of Russia’s territorial claims remains a significant point of contention, as Ukraine rejects this stance.

Trump, who has vowed to swiftly end the conflict, has not yet outlined how he plans to resolve the issue without compromising U.S. and allied positions.

Nuclear Arms Control

Putin also indicated Russia’s openness to discussions on nuclear arms control, particularly in regard to renewing the New Strategic Arms Reduction Treaty (New START), which is set to expire on February 5, 2026. This treaty remains the last major framework regulating nuclear arsenals between the world’s two largest nuclear powers.
