True Autonomy For Local Government Areas

They often lack essential amenities such as electricity, water, and sanitation facilities.
These challenges severely hinder the effective operation of local government administrations and their ability to serve their communities, ultimately undermining their foundational purpose. Instead of facilitating development, local government administrations in Nigeria have become disconnected from the populace they are meant to serve.
Established in 1976 with the introduction of Local Government Reforms, the local government system has since seen various constitutional measures aimed at strengthening its role. The 1979 Constitution elevated local governments to the status of a third tier of government, granting them the authority needed to administer their areas.
Unfortunately, these reforms are often practiced more in theory than in reality. Local governments lack the autonomy to operate independently from state governments, which results in ineffective leadership, weak institutional structures, and insufficient infrastructure and staffing.
The outcome of these deficiencies is the near collapse of democracy at the grassroots level. State governors exert overwhelming influence over local government decisions, particularly concerning finances and elections. In many cases, they fail to organize elections, and when they do, the processes are often manipulated to install their allies, who will subsequently support their re-election campaigns.
Consequently, grassroots citizens remain largely unrepresented. This disconnect has led to crumbling roads, inadequate water supply, and poor healthcare services becoming the hallmarks of many local government areas.
To address this troubling trend, the Supreme Court issued a ruling on July 11, 2024, affirming the financial autonomy of all 774 local government councils and supporting a Federal Government initiative aimed at reinforcing their independence.
In the wake of this monumental decision, Dr. Musa Adamu Aliyu (SAN), Chairman of the Independent Corrupt Practices and Other Related Offences Commission (ICPC), cautioned that the Commission would take action against anyone defying the Supreme Court’s ruling.
Speaking at the Sixth Annual General Assembly of the Network of Anti-Corruption Institutions in West Africa (NACIWA), he reiterated that local governments must enjoy political independence, warning that any state-level official violating the Supreme Court’s decision would face legal consequences.
Despite these warnings and similar calls from many Nigerians, including certain governors, local government areas continue to be dominated by state governments. Therefore, we urge the relevant authorities to enforce the law.
The Federal Government must ensure that the guidelines for local government autonomy, especially regarding financial matters, are rigorously adhered to. This is the only pathway for local governments to regain their independence.
