This directive, outlined in a document titled ‘Interim Order on Transmission System Dispatch Operations, Cross-border Supply and Related Matters,’ is slated to remain in effect for an initial period of six months, subject to review.

Signed by NERC’s Chairman, Sanusi Garba, and Vice Chairman, Musiliu Oseni, the directive, effective from May 1, 2024, stipulates that power allocation to Nigeria’s neighbors must not surpass six percent of the total grid electricity at any given time.

The commission highlighted concerns over sub-optimal grid dispatch practices, which have hampered Distribution Companies’ (Discos) ability to meet their service level commitments to end-use customers. It emphasized the need for equitable grid operations to ensure fair distribution and minimize disruptions to domestic supply.

As part of the interim measures, the SO is tasked with developing a load-shedding scheme to evenly distribute load allocations among off-takers, including Discos, international customers, and eligible customers. Additionally, the SO must enforce penalties for violations of grid instructions and contracted nominations to uphold grid integrity.

Furthermore, NERC has mandated the publication of hourly load readings and settlement reports to enhance transparency in grid operations. The commission also imposed restrictions on capacity allocations to international off-takers, ensuring that such allocations do not exceed six percent of total available grid generation.

These measures underscore NERC’s commitment to optimizing grid operations and enhancing service delivery to all customers while addressing challenges associated with cross-border electricity supply.
