Major Shake-Up: Lawmakers Pass Harmonized Bills to Overhaul Nigeria’s Tax System

The National Assembly, on Wednesday, approved the harmonized conference committee report on four key tax reform bills.

Both the Senate and the House of Representatives passed the unified versions after the conference committee presented its final report to each chamber.

In the Senate, the report was submitted by Senator Mohammed Sani Musa, Chairman of the Senate Committee on Finance and leader of the Senate delegation to the committee. Meanwhile, Hon. Abiodun Faleke (APC, Lagos), Chairman of the House Committee on Finance and head of the House delegation, presented the report in the House.

Faleke explained that the committee resolved all discrepancies between the versions of the bills earlier passed by both chambers. He highlighted that the Nigeria Tax Administration Bill had 45 points of difference, the Nigeria Revenue Service Bill had 12, the Joint Revenue Board Bill had 9, and the Nigeria Tax Bill had 46—adding that all differences were harmonized before the final passage.

The four tax reform bills, originally sent to the National Assembly by President Bola Ahmed Tinubu in November 2024, include:

• Joint Revenue Board (Establishment) Bill, 2025 (SB. 583)

• Nigeria Revenue Service (Establishment) Bill, 2025 (SB. 584)

• Nigeria Tax Administration Bill, 2025 (SB. 585)

• Nigeria Tax Bill, 2025 (SB. 586)

The harmonized bills are now set to be transmitted to President Tinubu for assent.
