NUPRC Wins Praise For Opening New Investment Opportunities

Nigeria’s upstream petroleum sector has received a major boost following the successful conclusion of the 2025 Licensing Round conducted by the Nigerian Upstream Petroleum Regulatory Commission (NUPRC), with industry experts describing the exercise as a significant milestone in attracting investment and strengthening the nation’s energy sector.

According to Ireporter Online, stakeholders credited the transparency of the licensing process to the implementation of the Petroleum Industry Act (PIA), noting that the legislation has replaced discretionary allocation of oil blocks with an open and globally competitive bidding system.

NUPRC disclosed that 143 companies submitted a total of 200 bids for 37 of the 50 oil and gas blocks offered during the commercial bidding phase. The Commission projects that the exercise could add about 500 million barrels to Nigeria’s crude oil reserves and increase daily production by approximately 300,000 barrels within the next three years.

Analysts said the transparent nature of the exercise has strengthened investor confidence and is expected to attract significant foreign capital into Nigeria’s energy industry.

Chief Executive Officer of the Centre for the Promotion of Private Enterprise, Muda Yusuf, described the licensing round as a positive development that aligns with global energy transition efforts and positions Nigeria as a more attractive destination for international investors.

He noted that improved transparency in the sector would support foreign exchange inflows, strengthen the naira, enhance macroeconomic stability and encourage additional investment in the domestic economy.

Yusuf also commended the departure from previous practices in which oil blocks were allegedly allocated through non-transparent means, saying the current process reflects Nigeria’s growing commitment to global best practices.

Energy expert Steven Martins also praised the licensing exercise, describing it as a strategic move that would strengthen Nigeria’s competitiveness in the global energy market while boosting crude oil production and reserve growth.

According to him, the successful bidders emerged from a wide range of oil-producing regions, including the Niger Delta, Benin Basin, Anambra Basin, Chad Basin and Benue Trough, reflecting the broad investment opportunities created by the exercise.

The Commission stated that the available assets have the potential to increase Nigeria’s existing crude oil and condensate reserves, which currently stand at more than 37 billion barrels, while also expanding the country’s natural gas reserves.

NUPRC explained that the licensing process was supported by a fully digital application and bidding system designed to improve efficiency, enhance transparency and reduce human interference throughout the exercise.

Industry stakeholders also noted that the emphasis on gas exploration and development is expected to support electricity generation, industrial growth, domestic energy supply and export opportunities, while positioning Nigeria to benefit from the global transition toward cleaner energy.

Experts further projected that increased upstream investment would generate thousands of jobs across engineering, drilling, logistics, geosciences, information technology and other support services, while improving local content participation and strengthening economic growth.

The Minister of State for Petroleum Resources (Oil), Senator Heineken Lokpobiri, described Nigeria as one of the world’s most attractive energy investment destinations, citing ongoing policy reforms, regulatory certainty and the implementation of the Petroleum Industry Act as key factors driving renewed investor confidence.

He urged both local and international investors to take advantage of the opportunities available in Nigeria’s oil and gas industry, expressing confidence that the transparent licensing process would contribute significantly to the country’s energy security and long-term economic development.
