How To Stop Harassment Of Legislature By Executive – Dogara

Yakubu Dogara, a former Speaker of the House of Representatives, has urged the newly appointed assembly speakers in Nigeria to exercise oversight over their respective executives and hold them accountable.

He made this call during a technical session for speakers of state Houses of Assembly in Abuja, where he presented a paper on effective leadership for emerging legislatures.

Dogara suggested that the legislative arm of government should establish the position of an “Independent Counsel” at both the national and sub-national levels, similar to the United States, to prevent constant harassment of the legislature by the executive.

In his statement, Dogara highlighted an example of the executive’s disregard for legislative authorization and violation of the CBN Act, wherein the executive had borrowed trillions of naira without proper approval.

He emphasized that a strong legislature should reject such requests and not legitimize illegal actions.

He criticized the trend of legislatures approving such violations, stating that only a legislature lacking integrity would give retrospective effect to legislative measures.

He pointed out that effective leadership in a legislature aware of its responsibilities would prevent the executive from seeking legislative approval for blatant illegal actions.

Overall, Dogara stressed the importance of the legislative branch maintaining its independence and exercising its oversight role effectively to prevent executive excesses and uphold the rule of law.
