According to sources within the Presidency, Tinubu is holding personal consultations and back-channel meetings to discuss the contentious proposals, which include the Nigeria Tax Bill 2024 and the Nigeria Tax Administration Bill. These bills aim to overhaul the tax system but have been strongly opposed by the Northern Governors Forum.

The governors are particularly concerned about the proposed shift to a derivation-based Value Added Tax (VAT) distribution model, which they claim would economically disadvantage the region. During a media chat in December, Tinubu defended the reforms, emphasizing their necessity for Nigeria’s economic future.

However, northern governors remain resolute in their opposition, with Bauchi State Governor Bala Mohammed labeling the proposals “anti-northern” and warning of regional consequences if they proceed. Kano State has also voiced its opposition, with Deputy Governor Aminu Abdulsalam criticizing the reforms as “ill-timed and detrimental to Nigeria’s unity.”

Tinubu’s efforts to woo northern elites come as the administration faces growing pressure to reconsider the tax reform bills. The outcome of these behind-the-scenes negotiations will have significant implications for Nigeria’s economic future.
