The decision to resign came following an emergency summit of Caribbean Community (CARICOM) leaders held in Jamaica to address the crisis gripping Haiti. Mohamed Ali, the President of Guyana and current CARICOM chair, confirmed Henry’s resignation after the discussions at the summit.

In a late-night video message, the 74-year-old Henry announced that his government would facilitate a smooth transition of power to a newly established transitional council. He expressed gratitude to the Haitian people for the opportunity to serve and called for calm, urging a swift return to peace and stability.

Henry made the announcement from Puerto Rico after being denied permission to land in Haiti. He had been abroad in Kenya, advocating for a United Nations (UN)-backed, Kenyan-led security force to help restore order in his homeland.

However, his absence coincided with a surge in violent activities within Haiti. Recent incidents included a rebel group storming two main prisons in Port-au-Prince, resulting in the escape of over 4,000 inmates, attacks on government buildings, and sustained assaults on the international airport.

Notorious gang leader Jimmy “Barbecue” Cherizier had demanded Henry’s resignation, threatening continued violence until he stepped down.

Haiti has been grappling with political instability since the assassination of President Jovenel Moïse in July 2021. Henry, serving as interim leader since then, faced criticism for delays in holding elections, citing the need to restore security first.

President Ali disclosed that Henry’s interim successor would be appointed by a presidential council comprising two observers and seven voting members. He also noted that individuals intending to run in Haiti’s forthcoming elections would be excluded from the transitional council.
