BREAKING: MDCAN Probes El-Rufai’s Doctor As ICPC Files Charges

According to Ireporter Online, the Medical and Dental Consultants’ Association of Nigeria (MDCAN) has questioned Dr. Bello Abubakar, personal physician to former Kaduna State Governor Nasir El-Rufai, over allegations that he procured a false medical report for his patient.

The development follows the filing of a four-count criminal charge against Abubakar by the Independent Corrupt Practices and Other Related Offences Commission (ICPC). The physician, who serves as a consultant radiation oncologist at the National Hospital, Abuja, is accused of knowingly issuing a document titled “Medical Report and Expert Opinion for Urgent Medical Intervention,” dated June 10, 2026.

According to court documents, the anti-graft agency alleged that the report was prepared to support El-Rufai’s bail application in a separate criminal matter before the Kaduna State High Court. The prosecution further claimed that the document was presented before a Commissioner for Oaths in Kaduna State and later submitted as part of the court proceedings.

The allegations remain claims by the prosecution and have not been determined by the court.

Sources familiar with the investigation disclosed that the ICPC initially referred the matter to the leadership of MDCAN before initiating criminal proceedings, reportedly to ensure the investigation was not perceived as an attack on the medical profession.

The sources also claimed that the commission subjected the disputed medical report to independent verification by medical experts. According to one of the sources, three Nigerian doctors and one physician based in the United States allegedly reviewed the document and concluded that it was not genuine. However, the ICPC has yet to publicly release details of the alleged expert findings beyond the information contained in the court filings.

The anti-corruption agency accused Abubakar of providing false information with the intention of misleading a public officer, an offence it said contravenes the Corrupt Practices and Other Related Offences Act. He was also accused of abusing his position as a medical consultant by issuing the disputed report, conspiring with a Commissioner for Oaths, Aliyu Bala, over documents filed in support of El-Rufai’s bail application, and falsely presenting the report as an official document of the National Hospital, Abuja.

Abubakar is expected to answer the charges before the court as the trial progresses.

Court records further indicate that the Chief Medical Director of the National Hospital, Abuja, Prof. Raji Mahmud, is expected to testify for the prosecution. The prosecution maintains that the hospital neither authorised the medical report attributed to Abubakar nor approved its issuance, alleging that the document was prepared without following the institution’s established procedures or conducting the required medical examination.

The court documents also stated that the National Hospital confirmed to investigators that Abubakar remains affiliated with the institution as a Chief Consultant Radiation Oncologist on a contract appointment following his retirement from full-time service.
