Criminal gangs, including kidnappers, bandits, terrorists, and armed Fulani herdsmen, have fueled violent crimes, rendering many states insecure and unsafe. In response to this, the South-West states (excluding Lagos) established Amotekun in January 2020, despite opposition from the Federal Government. The South-East inaugurated forest guards to secure the region’s forests, aiming to thwart criminals from using them as hideouts.

However, the security measures faced challenges, and on April 11, 2021, South-Eastern governors announced the establishment of a regional security outfit called Ebubeagu. This decision came after violent attacks on the Imo State Police Headquarters and the National Correctional Centre in Owerri.

Despite efforts for peace, the Indigenous People of Biafra (IPOB) founded the Eastern Security Network (ESN) to address attacks by armed herdsmen in the region. President Bola Tinubu pledged support for peace in the South-East through the Peace in the South-East Project (PISE), initiated by Deputy Speaker Benjamin Kalu.

However, the creation of Ebubeagu faced resistance from IPOB, leading to tensions between the two groups. Subsequently, on February 14, 2023, the Federal High Court disbanded Ebubeagu in Ebonyi State, citing human rights abuses and other illegal activities.

In light of ongoing security challenges, the House of Representatives proposed the establishment of a South-East Development Commission to restore peace in the region. Stakeholders, including Ohanaeze Ndigbo and the National Vice Chairman of the Labour Party in the South-East, expressed their views on the insecurity situation, emphasizing the need for a comprehensive and collaborative approach.

The South-East governors’ efforts for peace include the launch of forest guards in 2019 and recent meetings to address the Monday sit-at-home order enforced by IPOB and the demand for the release of Nnamdi Kanu.

However, challenges persist, as witnessed in the conflicting dynamics between Ebubeagu and IPOB’s ESN, leading to the disbandment of Ebubeagu in Ebonyi State. As the region grapples with insecurity, only time will reveal the effectiveness of peace initiatives and whether a lasting solution can be found to address the persistent kidnappings and killings in the South-East.
