High Hopes, High Stakes: 32 States Propose N22 Trillion For 2025

Citizens across Nigeria are looking forward to the implementation of developmental programs and projects as 32 state governors propose a combined N21.9 trillion for their 2025 fiscal budgets. This marks a 31% increase over 2024’s budget total of N16.15 trillion.

However, while the proposed figures raise hopes for progress, skepticism persists. Daily Trust’s analysis reveals that 32 out of 36 state governors have already submitted their budget proposals. The states’ collective budget includes N14.35 trillion allocated for capital expenditure and N7.56 trillion for recurrent expenditure.

Lagos State stands at the forefront with a N3 trillion budget, followed by Ogun, Niger, Enugu, and Akwa Ibom, each with impressive allocations aimed at addressing infrastructural gaps. The state’s budget estimates reflect a significant shift towards capital investment, with infrastructure development set as a primary focus.

In contrast, states like Yobe, Gombe, and Adamawa have lower budget estimates, ranging from N320 billion to N268 billion. These figures indicate a stark contrast in fiscal priorities across the country.

Citizens’ Expectations

While many citizens are optimistic that the increased budget allocations will bring much-needed change, they also demand accountability. Public calls are focused on improving infrastructure, education, and healthcare, especially as inflation continues to impact the cost of living.

Civil servants in Kano and other states urge governments to fulfill promises, particularly around infrastructure enhancement in schools and the improvement of teachers’ welfare. Some, like Abdulmajid Abdullahi Bako from a local hospital, emphasize the need for governors to act on the removal of fuel subsidies by ensuring it benefits the poor.

In Lagos, entrepreneurs and residents call for better roads and job opportunities, particularly for youth, in line with the state’s hefty N3 trillion budget. Similarly, Bayelsa citizens demand more focus on critical infrastructure such as potable water, stable electricity, and housing.

Experts Urge Focus on Capital Expenditure

Umar Yakubu, Executive Director of the Centre for Fiscal Transparency and Integrity Watch (CeFTIW), advises governors to prioritize capital expenditure, which would generate employment and stimulate local economies. According to Yakubu, substantial investment in infrastructure is vital to combat poverty at the subnational level.

A Glimmer of Hope

Despite some concerns over the practicality of these ambitious budget proposals, many hope that the additional funds allocated for capital projects will translate into tangible improvements, with job creation and enhanced infrastructure topping the list of priorities.
