Speaking at the White House shortly after his inauguration, Trump criticized the WHO for its handling of the COVID-19 pandemic and accused it of favoring China over other nations. He stated, “World Health ripped us off. The United States has been paying far more to the WHO compared to China, and it’s time we put an end to that.”

Traditionally the WHO’s largest donor, the United States has provided substantial financial support critical to its operations. This withdrawal is expected to prompt significant restructuring within the WHO and disrupt ongoing global health initiatives.

The executive order mandates federal agencies to halt future US funding, support, or resources for the WHO and identify alternative partners, both domestic and international, to assume responsibilities previously undertaken by the organization.

This move echoes Trump’s earlier attempts to sever ties with the WHO during his first term, citing similar concerns about its perceived bias towards China. However, this decision was later reversed by former President Joe Biden, who reinstated US membership and funding.

Trump’s administration also plans to review Biden’s 2024 US Global Health Security Strategy, which aimed to prevent, detect, and respond to infectious disease threats. The review is set to begin promptly.

This decision coincides with heightened global concerns about the H5N1 bird flu outbreak, which has infected dozens and claimed one life in the US, raising fears of another potential pandemic.

Meanwhile, WHO member states continue negotiating the first-ever treaty on pandemic prevention, preparedness, and response, an effort that began in late 2021.
