Nigeria’s challenges are rooted in its subpar infrastructure, which hampers seamless trade. Ranked 168th out of 190 countries in ease of trading across borders by the World Bank, Nigeria’s fragmented transportation network, overstretched ports, and unreliable energy supply are major obstacles. A Nigerian Ports Authority report revealed that over 50% of containers face significant delays due to logistical inefficiencies.

Sola Adewunmi, President of the Nigerian Indigenous Shipowners Association, expressed concern over the nation’s preparedness. “Without adequate transport facilities, the essence of AfCFTA is lost. We need new vessels and robust infrastructure to make the most of this agreement,” he emphasized.

Stakeholders like Dr. Kayode Farinto, a former Vice President of the Association of Nigerian Licensed Customs Agents, have pointed out Nigeria’s over-reliance on road transport as a critical bottleneck. “To facilitate trade under AfCFTA, we need a multimodal transport system integrating road, rail, and maritime logistics,” Farinto urged.

The industrial sector’s sluggish growth further complicates Nigeria’s position. Data from the National Bureau of Statistics showed a 20.95% decline in the manufacturing sector’s contribution to GDP in Q2 2024 compared to 2023. High energy costs, outdated technology, and limited access to finance continue to cripple local industries, making Nigerian goods less competitive in an open African market.

Additionally, Nigeria’s traditionally protectionist trade policies clash with AfCFTA’s core principle of reducing tariffs and non-tariff barriers. Local manufacturers, unprepared for continental competition, may resist these changes, complicating the nation’s compliance with AfCFTA protocols.

Logistical concerns aren’t Nigeria’s only hurdle. A complex regulatory environment and inadequate trade facilitation measures are also deterring progress. Despite introducing the National Single Window to streamline customs processes, businesses still face delays due to inefficiencies.

Mrs. Chinwe Ezenwa, CEO of Le Look House of Bags and Shoes, highlighted the importance of upgrading logistics. “Freight forwarding in Nigeria must embrace modern innovations, transparency, and efficiency. Without advanced infrastructure, Nigeria risks missing out on AfCFTA’s transformative potential,” she said.

To succeed, Nigeria must undertake significant reforms:

1. Infrastructure Development: Public-private partnerships should be explored to fund critical upgrades in transportation, energy, and logistics.
2. Industrialisation and Export Diversification: Boosting non-oil sectors like agriculture and manufacturing is essential to creating competitive exports.
3. Regulatory Overhaul: Simplifying trade processes, reducing corruption, and adopting electronic systems will enhance Nigeria’s competitiveness.
4. Policy Alignment: Bridging the gap between federal and state governments is crucial for cohesive implementation of AfCFTA objectives.

Godfrey Bivbere, President of the Maritime Reporters Association of Nigeria, captured the urgency: “AfCFTA is a groundbreaking initiative to unlock Africa’s economic potential. For Nigeria, this is a chance to lead, but the time to act is now.”

If Nigeria can overcome these challenges, it could become a dominant player in African trade, reaping benefits that extend beyond its borders. The African Continental Free Trade Agreement is a once-in-a-generation opportunity—one Nigeria cannot afford to miss.
