Jubilation As NSCDC Officer Behind Viral ‘Oga At The Top’ Remark Gets Promoted To Deputy CG
Shem Obafiaye, the Nigeria Security and Civil Defence Corps (NSCDC) officer known for the viral ‘Oga At The Top’ statement, has been elevated to the rank of Deputy Commandant-General (CG), as announced in a statement by Babawale Afolabi, the NSCDC National Public Relations Officer, on Friday.
In 2013, while serving as the Lagos Commandant of the NSCDC, Obafiaye gained widespread attention during an appearance on Channels Television’s Sunrise Daily.

When asked about the NSCDC’s website, he humorously responded, “The website is… excuse me… wait… it can only be made known by my Oga at the top,” while pointing skywards and smiling.
The phrase “Oga At The Top” went viral, inspiring memes, danceable tunes, and T-shirts featuring a caricature of Obafiaye. Despite the humorous incident, he was later redeployed from the Lagos Command.

Now, after ten years, Obafiaye has been promoted to the position of Deputy Commandant-General. The Minister of Interior, Olubunmi Tunji-Ojo, presided over the decoration ceremony, which also honored two other colleagues, Fasiu Adeyinika and Ibrahim Raji, former commandants in Kwara and Imo, respectively.
“Minister of Interior, Hon. Olubunmi Tunji-Ojo, has decorated three newly promoted Deputy Commandants General (DCGs) of the Nigeria Security and Civil Defence Corps (NSCDC) with their new ranks, calling on them to be loyal, disciplined and initiate ideas for the protection of critical national assets and infrastructure (CNAI),” NSCDC statement read.

Tunji-Ojo called upon the newly appointed Deputy Commandants-General (DCGs) to serve as the nation’s cornerstones and building blocks, emphasizing the ministry’s reliance on their assistance for significant development.
Characterizing the promotions as an acknowledgment of hard work and a renewed call to duty, the Minister encouraged the DCGs to effectively mentor their subordinates to prevent any lapses in their responsibilities.
The decoration ceremony took place on Wednesday in the Aisha Rufai Conference Room at the Civil Defence, Fire, and Immigration Services Board (CDCFIB).
