NDLEA, NCC Forge Alliance To Tackle Drug Trafficking And Piracy Networks

According to Ireporter Online, the two government agencies sealed the partnership through a Memorandum of Understanding (MoU) signed at the NDLEA headquarters on Friday, July 17, 2026, as part of efforts to strengthen collaboration against organised crime.

Speaking during the signing ceremony, NDLEA Chairman and Chief Executive Officer, Brig. Gen. Mohamed Buba Marwa (Rtd), described the agreement as a significant step towards addressing the connection between different forms of criminal activities in the country.

Marwa explained that while the mandates of both agencies may appear different, investigations have shown that criminal organisations often operate across multiple illegal sectors, including narcotics trafficking, piracy, and other economic crimes.

He noted that some syndicates involved in drug trafficking also engage in the illegal distribution of creative works belonging to musicians, filmmakers, writers, and software developers, adding that proceeds from one criminal activity are often used to support another.

The NDLEA boss stated that the MoU would provide a framework for intelligence sharing, joint operations, capacity building, and the exchange of technical support between both agencies. He added that a Joint Working Committee would be established to ensure the effective implementation of the agreement.

Marwa stressed that the partnership goes beyond law enforcement, as it is also focused on protecting public health, supporting Nigeria’s creative industry, and safeguarding citizens from the harmful effects of illicit drugs and piracy.

He commended the NCC for identifying the link between drug-related crimes and intellectual property violations, describing the collaboration as an example of effective government coordination.

Also speaking, NCC Director General, Dr. John Asein, said the partnership represents a major milestone in inter-agency cooperation and would help strengthen efforts to protect national security, economic growth, and the rule of law.

Asein explained that large-scale piracy is not merely a commercial offence but a structured criminal enterprise that affects creators, investors, employment opportunities, and government revenue.

He noted that international experiences have shown that piracy networks often share similar logistics channels, financial systems, and distribution routes with other organised crimes, including drug trafficking, money laundering, smuggling, and cyber-related offences.

According to him, the collaboration between the NCC and NDLEA would enable both agencies to better identify criminal networks, track illegal financial activities, disrupt supply chains, and dismantle structures supporting organised crime.

The NCC DG further praised the NDLEA for its intelligence-driven operations, investigative capacity, and achievements in combating organised crime, expressing confidence that the partnership would deliver significant results in protecting Nigerians and strengthening the country’s fight against criminal activities.
