Civil Servants: The Hidden Hand Behind Kano’s Corruption Crisis

Muhuyi Magaji Rimin-Gado, Chairman of the Kano State Public Complaints and Anti-corruption Commission (PCACC), unveiled alarming insights into the role of civil servants in perpetuating corruption within the state government. Addressing a capacity-building workshop for civil service directors in Dawakin Kudu Local Government Area, Rimin-Gado highlighted the extensive involvement of civil servants in corrupt practices.

Rimin-Gado’s revelations paint a troubling picture. He disclosed that in 101 cases of bribery and corruption investigated by his agency, a staggering 99 percent involved civil servants who were either complicit or directly involved in the corrupt acts. This high level of involvement underscores the deep-rooted nature of corruption within the state apparatus.

The anti-graft agency chief emphasized that senior government officials frequently engage civil servants to carry out corrupt activities. This troubling trend has led the commission to conduct workshops aimed at educating civil servants about the dangers and legal repercussions of engaging in corrupt practices.

“Our goal is to sensitize civil servants about the legal boundaries and ethical standards required in their roles,” Rimin-Gado explained. “They often find themselves caught between corrupt politicians and their duty to the public. The integrity of civil servants is crucial in the fight against corruption.”

Rimin-Gado further pointed out that procurement services are a significant area of concern, with 90 percent of corruption cases linked to fraudulent procurement practices. Politicians often exploit procurement processes to conceal their embezzlement activities.

The capacity-building workshop also addressed the misuse of local government funds, noting that some cashiers have been complicit in funneling public money through personal accounts and currency exchange operations. This misuse highlights the need for stringent measures and oversight.

In support of the anti-corruption efforts, Kano State Governor Abba Kabir Yusuf, represented by Deputy Governor Abdulsalam Gwarzo, criticized the previous administration for depleting the state’s resources over its eight-year tenure. Governor Yusuf urged civil service directors to reject corruption and commit to honest, dedicated service to advance the state’s development.

The current administration, led by the New Nigeria Peoples Party (NNPP), has adopted a zero-tolerance stance on corruption. The governor’s office has mandated all Ministries, Departments, and Agencies (MDAs) to adhere strictly to anti-corruption laws and ethical standards.

As Kano State continues to battle corruption, the role of civil servants remains critical. Their adherence to integrity and transparency is essential for fostering a culture of accountability and ensuring effective governance.
