Ribadu emphasized that such payments only encourage criminal activities, as he received over 60 victims rescued from captivity in Zangon Kataf, Southern Kaduna. The group, including a Deputy Director in the civil service and a relative of Bishop Matthew Hassan Kukah, had been held for over a month before being freed following military operations.
