Governor Usman Ododo, represented by the Commissioner for Information, Kingsley Fanwo, announced the decision on Wednesday during a stakeholders’ meeting. He emphasized the government’s commitment to supporting individuals and groups in ways that foster the state’s development.

Addressing Revenue Mismanagement

Fanwo recalled that in 2017, the Kogi State Revenue Harmonisation Law introduced the Infrastructure Maintenance Levy (IML), a small daily contribution by commercial vehicle operators intended for infrastructure development. However, he lamented that some union leaders had exploited the system for personal gain by imposing unauthorized membership dues instead of remitting funds as required.

“This misuse of the law has deprived both union members and the state of much-needed revenue. As a responsible government, we cannot allow this to continue unchecked. Effective immediately, unions are prohibited from collecting daily revenue in all 21 local government areas,” he declared.

Enforcement and Compliance

The government has directed security agencies to enforce the ban, warning that any disruption of public order will not be tolerated.

“While we uphold the right to free association, union dues must be reasonable, agreed upon by members, and collected monthly, bi-annually, or annually in accordance with union by-laws—not on a daily basis,” the statement added.

Additionally, Kogi State Security Adviser, Commodore Jerry Omodara (retd.), affirmed that the policy would be strictly enforced. He also reiterated that commercial motorcycles and tricycles remain banned from highways to enhance road safety.
