Otti described the formation of a shadow government as an unfounded and ill-informed move, criticizing it as a clear sign of misunderstanding Nigeria’s political structure. The PDP had recently announced the creation of a shadow government in Abia, appointing a speaker and shadow commissioners, claiming it was aimed at holding the current administration accountable.

However, Governor Otti clarified that in a presidential system like Nigeria’s, the concept of a shadow government does not exist, stating that such entities are only found in parliamentary democracies. He emphasized that the establishment of what the PDP calls a shadow government is, in fact, a “government in exile,” which holds no legal standing and is therefore an act of treason.

To address the situation, Otti revealed that he had directed the state’s Attorney General and Commissioner for Justice, Ikechukwu Uwanna, to take immediate legal action against the opposition party within the bounds of the law. “There’s nothing like a shadow government in a presidential democracy. What they have set up is essentially a government in exile, and since it is not recognized by law, it is treasonable,” Otti stated.
