Atiku Makes Strong Move As DOCUMENTS On Tinubu’s Records At Chicago University Emerge (PHOTOS)
Angela M. Liu, legal counsel for the Peoples Democratic Party (PDP) candidate Atiku Abubakar in Nigeria’s February 25, 2023 presidential election, has filed an application with the US District Court for the Northern District of Illinois. The application, made under Case No. 23-cv-5099 and pursuant to 28 United States Constitution 1782, seeks an order to obtain discovery from CHICAGO STATE UNIVERSITY related to the record of President Bola Tinubu.
Liu, a partner at the law firm Dechert LLP and representing Applicant Atiku Abubakar, explained in the application titled “DECLARATION OF ANGELA M. LIU IN SUPPORT OF THE APPLICATION PURSUANT TO 28 U.S.C. § 1782 FOR AN ORDER TO TAKE DISCOVERY FROM CHICAGO STATE UNIVERSITY,” how her law firm had attempted to confirm or refute the issuance of two diploma certificates with differing dates by the university, but without success.

In her submission, Liu affirmed her personal knowledge of the matters presented in her declaration, asserting her ability to testify competently on the subject if called upon as a witness.
The document she submitted to the court, obtained by SaharaReporters, consists of a 24-paragraph declaration supporting the application made under 28 U.S.C 1782. This application requests permission to serve the attached Subpoenas (Exhibits 1 and 2) on Respondent Chicago State University (“CSU”).
Liu’s declaration explained, “It is widely known that Applicant holds significant positions as a businessman and politician in Nigeria. He served as Vice President of Nigeria from 1999 to 2007 during President Olusegun Obasanjo’s tenure. He contested and won the primary to become the presidential candidate of Nigeria’s principal opposition party, the People’s Democratic Party (PDP), in the 2019 presidential election.
“He was also the PDP’s presidential candidate in the February 2023 elections. The election, which declared Bola Ahmed Tinubu (‘Mr. Tinubu’) as the winner and Applicant as the runner-up, is currently undergoing legal proceedings in Nigerian courts (the ‘Nigerian proceedings’), some of which involve Applicant.”
Liu further detailed that Respondent CSU is an Illinois-based public university with its primary campus and offices in Chicago. Notable legal challenges arose in Nigerian courts both before and after the election, contesting various aspects of the electoral processes and the subsequent election results.
Liu’s declaration highlights three relevant proceedings: (1) Enahoro-Ebah v. Tinubu, initiated in November 2022 by Mr. Mike Enahoro-Ebah against Mr. Tinubu; (2) Abubakar et al. v. INEC, et al., a lawsuit filed by Applicant Abubakar and others in March 2023; and (3) Peter Obi and Labour Party v. INEC, Tinubu et al. in the Court of Appeal at Abuja, CA/PEPC/03/2023, which commenced in March 2023.
Exhibit A attached to the declaration is the Complaint in Enahoro-Ebah v. Tinubu, and Exhibit B is the Complaint in Abubakar, et al. v. INEC et al. The proceedings do not involve CSU as a party.
Exhibit C features a copy of a diploma reportedly issued to Mr. Tinubu by CSU on June 22, 1979, while Exhibit D includes a copy of a document purporting to be a September 22, 2022 letter from the Registrar of CSU to Matthew J. Kowals, Esq.
