The latest 2020 Audited Report on government finances paints a troubling picture of financial irregularities, with MDAs found to have violated existing laws by engaging in extra-budgetary expenditures.

Among the implicated entities are prestigious institutions such as the Office of the Surveyor-General of the Federation and the Airforce Institute of Technology, indicating the pervasive nature of the issue across various government sectors.

The audit report, submitted to the National Assembly, highlights significant financial mismanagement, including unbudgeted expenditure and failure to remit revenues to government coffers, contravening constitutional provisions.

Despite constitutional mandates requiring the submission of audit reports in a timely manner, the 2020 report was only presented on November 30, 2023, significantly overdue.

The report underscores constitutional provisions stipulating strict guidelines for financial management, emphasizing that expenditures must be authorized by Appropriation Acts or Acts of the National Assembly.

It reveals that the implicated MDAs collectively spent N361 billion, far surpassing the N76 billion allocated in the 2020 Appropriation Act, without providing adequate disclosure of the sources of extra spending or evidence of supplementary appropriation.

Furthermore, the report accuses accounting officers of failing to establish and maintain proper budgetary and accounting systems to enhance internal control, accountability, and transparency.

Several MDAs were flagged for discrepancies in overhead expenditure, with 18 MDAs spending N129 billion without budgetary provision, while 34 MDAs reported zero overhead expenditure without adequate explanation.

The report also highlights instances of excessive spending on employee benefits, subsidies, and personnel costs, with MDAs surpassing budgetary allocations by significant margins, raising concerns about financial accountability and oversight.

In light of these revelations, the report calls for urgent action to address systemic deficiencies in financial management and ensure transparency and accountability in government spending.
