The scandal surfaced during a fraud investigation involving the 54-year-old economist, prompting an unannounced search of his residence and office by ANIF officials. This investigation uncovered multiple CDs revealing his intimate encounters with various married women.
Among those featured in the footage are high-profile individuals, including his brother’s wife, his cousin, the sister of the President of Equatorial Guinea, the wife of the Director General of Police, and around 20 wives of ministers.
The videos, discovered in his personal office, were reportedly recorded with consent and have since been leaked online, sparking a media frenzy.
A report from local media platform Ahora EG states that Engonga has been embroiled in a sexual scandal unprecedented in Equatorial Guinea’s history since October.
The former ANIF DG, commonly referred to as “Bello,” had sexual relations with several women, including some who are married, while documenting these encounters.
The report notes, “One of the most shocking aspects is that some scenes occurred in his office, including moments where he is seen engaging with a woman next to the National Flag. The Executive has indicated that these actions directly harm the country’s image.”
In light of this scandal, the government aims to set a clear precedent regarding the conduct expected from public officials to foster a more respectful work environment in both public and private sectors.
Currently, erotic videos featuring Baltasar EBANG ENGONGA, also known as “Bello,” are circulating on social media. He is currently imprisoned due to alleged corruption.
According to the report, Engonga filmed these scenes with the women’s consent, which may exempt him from any potential violation of integrity charges. The footage includes unprotected sexual encounters with several women, including those married to influential individuals, as well as notable single women in Equatorial Guinea. Some scenes were recorded in hotel rooms, homes, and even in his office at the Ministry of Finance.
In response to the viral sextapes, the Attorney General of Equatorial Guinea, Nzang Nguema, emphasized that while the footage suggests the women were willing participants, the law does not categorize consensual sexual relations as a crime unless coercion or violence is proven. He highlighted the importance of victims reporting incidents of sexual abuse or assault.
Nguema also pointed out that the risks extend beyond the women involved to their partners and the wider community, adding that “the risk of spreading contagious diseases through these sexual encounters makes the situation even more urgent.”
He stressed that it is crucial for victims to come forward in cases of rape or assault, advocating for a safe and supportive environment for reporting such incidents.
In reaction to the unfolding events, the government of Equatorial Guinea has decided to suspend all officials found to have engaged in sexual relations within the country’s ministries.
This decision is part of a “zero tolerance” policy toward behaviors that compromise the integrity of public service.
Vice President Nguema Mangue stated that such actions represent a blatant violation of the Code of Conduct and Public Ethics Law.
In a post on X, he emphasized that “ethics and respect are fundamental in our Administration,” asserting that irresponsible behaviors that jeopardize public trust will not be tolerated.
