Membership

Based in Abuja, Nigeria, ECOWAS consists of 15 member states: Benin, Burkina Faso, Guinea, Ivory Coast, Mali, Niger, Senegal, and Togo—all of which are Francophone. Additionally, Anglophone countries Gambia, Ghana, Liberia, Nigeria, and Sierra Leone, as well as two Portuguese-speaking countries, Cape Verde and Guinea-Bissau, are also members.

Among these, four nations have been suspended or sanctioned due to military coups: Burkina Faso, Guinea, Mali, and most recently Niger.

Nigeria’s predominant role

Nigeria, a regional powerhouse both politically and economically, holds a significant influence within ECOWAS. With more than half the bloc’s population and GDP, Nigeria wields considerable sway. The current President of ECOWAS is Nigerian leader Bola Ahmed Tinubu, who presides over the organization’s highest decision-making body.

Single currency challenges

The ECOWAS treaty, signed on May 28, 1975 in Lagos, aimed to eliminate economic, political, and linguistic barriers to trade among member states. Despite its ambitions, ECOWAS has faced the need to curtail its economic objectives. The plan for a single currency called the Eco, slated for adoption in 2020, appears to have stalled.

Peacekeeping efforts

While ECOWAS’ economic aspirations may have diminished, its political influence has grown. The organization has directly intervened in conflict resolution across the region.

In 1993, ECOWAS formally expanded its mandate to include responsibility for preventing and resolving regional conflicts.

In 2004, West African military leaders approved the establishment of a 6,500-strong force, including a rapid intervention contingent, for potential conflict scenarios.

In 2005, a five-year training program was implemented to prepare for peacekeeping operations.

Military engagements

ECOWAS has played significant roles during civil wars in Liberia and Sierra Leone, deploying a West African force of several thousand personnel in 1990.

It was instrumental in bringing peace to Liberia in 1997.

During Guinea-Bissau’s armed rebellion in 1998-99 and following the 2012 coup d’état, ECOWAS intervened.

In 2003, ECOWAS intervened in Ivory Coast following a rebellion, and a decade later in Mali to help the government regain control over the north, which had fallen under jihadist influence.

In 2017, ECOWAS intervened in The Gambia when outgoing President Yahya Jammeh refused to step down after losing the election.
