Bwala made this known in a post shared on his official account, where he emphasized that Nigeria operates a federal system of government in which responsibilities are shared across different tiers, and not concentrated in the presidency.

He explained that the President does not directly control or supervise the day-to-day management of state governments, noting that state Houses of Assembly are constitutionally empowered to provide oversight on allocations received by their respective states.

The presidential aide further argued that persistent focus on the federal government distracts from the real issue of accountability at the subnational level, insisting that governors must be questioned on how they utilize monthly allocations running into hundreds of millions of naira.

He stated that funds disbursed to local governments and states are meant to drive critical development projects such as primary healthcare, education infrastructure, job creation, security support, and community empowerment, lamenting that poor oversight has hindered their impact.

Bwala maintained that even if larger federal interventions were made, the lack of accountability at the state level would continue to stall progress, urging citizens to actively demand transparency from their elected governors and local authorities.
