US Warns Citizens Not To Visit Enugu, Imo, Borno, 15 Other States In Nigeria (FULL LIST)
The US Department of State has strongly advised reconsidering travel to Nigeria due to the high levels of crime, terrorism, civil unrest, kidnapping, and the presence of armed gangs. They noted that specific areas pose an increased risk.
The advisory urged against traveling to Borno, Yobe, Kogi, and northern Adamawa states due to the prevalence of terrorism and kidnapping. It also cautioned against visiting Bauchi, Gombe, Kaduna, Kano, Katsina, Sokoto, and Zamfara states due to a high risk of kidnapping. Additionally, it highlighted certain states in the southern region, including Abia, Anambra, Bayelsa, Delta, Enugu, Imo, and Rivers (excluding Port Harcourt), due to a combination of crime, kidnapping, and the presence of armed gangs.
The advisory warned that violent crimes such as armed robbery, assault, carjacking, kidnapping, hostage-taking, roadside banditry, and rape are common throughout the country. It also emphasized the frequency of kidnappings for ransom, often targeting dual national citizens and U.S. citizens perceived as affluent.

Terrorist attacks in Nigeria remain a serious concern, with potential targets including shopping centers, markets, hotels, places of worship, and other crowded areas. The advisory highlighted the possibility of terrorist groups collaborating with local gangs to expand their reach.
Civil unrest and armed gangs, particularly in the Niger Delta and Southeast regions, were also noted. Additionally, clashes between farming and herding communities in rural areas could escalate into violence.
The advisory underscored the limited capacity of the U.S. government to provide emergency services to U.S. citizens in many parts of Nigeria due to security conditions.
For those who still choose to travel to Nigeria, the advisory provided several precautionary measures, including carrying proper identification, using caution at night, avoiding predictable routines, and avoiding resistance during robbery attempts. It also recommended monitoring local media, maintaining awareness of surroundings, and staying vigilant in areas frequented by Westerners.
Travelers were advised to avoid demonstrations and large political gatherings, and to establish evacuation plans independent of U.S. government assistance. The advisory also suggested implementing a “proof of life” protocol with loved ones in case of a hostage situation.
Regarding specific states, the advisory emphasized the fluid and unpredictable security situation in Borno, Yobe, Kogi, and Northern Adamawa states due to ongoing terrorist activity, communal violence, and kidnapping. The Northeast region was particularly highlighted as a target for terrorist groups.
In Southern Nigeria, the advisory warned of rampant crime, a heightened risk of kidnapping, violent civil unrest, and the presence of armed gangs, particularly in Abia, Anambra, Bayelsa, Delta, Enugu, Imo, and Rivers (excluding Port Harcourt).
