According to Michael Achimugu, the Director of Public Affairs and Consumer Protection for the NCAA, the incident occurred on December 25, 2024, and was documented through the agency’s official social media channels.

Eyewitnesses reported that Ibok, frustrated by his missing luggage, loudly voiced his anger, causing a scene at the airport. The altercation intensified when the NCAA officer, recalling previous experiences with physical confrontations, chose to de-escalate the situation by calmly stepping back until Ibok regained control.

In a surprising twist, an aviation agency employee appeared to side with Ibok, rather than helping to calm the situation.

Achimugu clarified the role of the NCAA officers, emphasizing that they are not service providers but rather mediators. Their job is to facilitate the resolution of complaints and ensure airline regulations are followed, not to offer direct customer service.

“Let it be clear,” Achimugu stated, “that no one has the right to physically assault NCAA staff, regardless of the circumstances. These officers are there to assist with complaints and ensure airline compliance. Violence against them serves no constructive purpose.”

As a result of the altercation, the NCAA’s legal team is preparing to pursue a case against Ibok. Additionally, Royal Air Maroc, already under scrutiny by the NCAA for previous enforcement actions, will be investigated further following the incident.

Achimugu reiterated that both the Minister of Aviation and the Director-General of the NCAA will not tolerate any assaults on their personnel, urging passengers to adhere to the NCAA’s regulations.
