FG Sets Deadline for Paperless Civil Service as 2025 Workers’ Week Activities Unveiled

The Federal Government of Nigeria has announced a full transition to a paperless civil service system by December 31, 2025, as part of broader reforms outlined in the Federal Civil Service Strategy and Implementation Plan 2021–2025.

This major shift was disclosed by the Head of Civil Service of the Federation, Dr. Didi Esther Walson-Jack, during a press briefing in Abuja on Wednesday. The announcement also highlighted the lineup of activities for the 2025 African Public Service Day and Nigerian Civil Service Week, scheduled to run from June 20 to 28, 2025.

Dr. Walson-Jack stated that some ministries, departments, and agencies (MDAs) have already adopted digital systems. She cited the Federal Ministry of Health as the 11th ministry to implement the Enterprise Content Management System (ECMS). Others are in various stages of the digital transition, with external partners supporting the process.

“We’re moving steadily toward a fully paperless Federal Civil Service. The OHCSF had already gone digital before I took office, and now we’re driving this transformation across all MDAs,” she said.

In line with this transformation, Nigeria will also host the inaugural International Civil Service Conference (ICSC) on June 25–26, 2025, in Abuja. According to Walson-Jack, this conference, along with other activities during Civil Service Week, reflects Nigeria’s dedication to repositioning its public service as a modern, efficient engine of national development.

The week’s program includes spiritually uplifting events such as a Juma’at Prayer at the National Mosque, a Thanksgiving Service at Family Worship Centre in Wuye, and a Study Tour for state Heads of Civil Service. Other highlights include the commissioning of the newly renovated reception area at the OHCSF, a Welcome Cocktail for ICSC Speakers, and wellness and social activities for civil servants.

The celebration will culminate in the Rewards and Recognition Awards Ceremony, aimed at acknowledging excellence and promoting a high-performance culture within the civil service.

The Head of Service emphasized that hosting the ICSC directly supports the goals of FCSSIP25, focusing on capacity development, performance tracking, and full digitalization—core principles that align with the revised 2021 Public Service Rules.
