Hilda Dokubo Condemns N1.48 Trillion Rivers Budget, Slams ₦24 Billion CCTV Allocation

Nollywood actress and outspoken activist Hilda Dokubo has strongly criticized the Sole Administrator of Rivers State, Vice Admiral Ibok-Ete Ibas (Rtd.), for what she described as reckless governance, lack of transparency, and total disregard for democratic accountability.

In a viral video clip obtained by Naija News, Dokubo voiced her disapproval of the recent ₦1.48 trillion state budget, which she claimed was unilaterally approved by the administrator without any legislative oversight, public input, or scrutiny by elected representatives.

“No debate, no legislative review, no citizens’ engagement—just one man making decisions for an entire state,” Dokubo stated.

She particularly decried the ₦24 billion earmarked for new CCTV installations at the Government House—despite the existing presence of security systems—and questioned the ₦30 billion allocation for gunboats, suggesting that the motives behind such provisions are suspicious.

According to Dokubo, “Their so-called administrator, Vice Admiral Ibok-ette, retired—whatever his name is—unveiled a jaw-dropping ₦1.48 trillion budget. Not a dime of that budget passed through any elected officer. No debates, no public input, no transparency.”

She further accused Ibas of being imposed on the people and unilaterally dictating the future of the state’s resources. “A budget like that is practically signing away our commonwealth—your wealth and mine,” she emphasized.

The actress’s remarks have added to the growing criticism of the administration’s budgetary process, especially amid accusations from other quarters regarding procurement irregularities and controversial appointments.

Dokubo, a known critic of bad governance in Rivers and beyond, urged citizens to question the legitimacy of executive decisions made without accountability.
