Enhanced Foreign Exchange Market System (EFEMS).
As of Friday, December 6, 2024, the naira closed at N1,535 per dollar, compared to N1,672.69 per dollar the previous week, marking an 8.24% gain. This surge comes as the CBN consolidates multiple foreign exchange windows into a single, streamlined system designed to improve transparency and market efficiency.
The EFEMS system replaces previous fragmented channels, including the Investors & Exporters FX Window and the SME and Invisible Windows, aiming to create a more unified trading platform. According to the CBN, the new system will simplify operations, improve price discovery, and promote greater market transparency.
One key factor contributing to the naira’s strengthening is a reported increase in FX supply, although the exact sources of this supply remain unclear. Experts suggest that this is a result of market conditions where supply is currently outpacing demand. Furthermore, the new system requires a minimum $100,000 trade value for interbank FX transactions, helping to curb speculation and stabilize prices.
A New Era of Transparency and Regulation
Under the EFEMS, the FX market is now more transparent, similar to stock market trading. Dealers display bid and offer prices publicly, making it easier to gauge available foreign exchange and prevailing rates. Moreover, the CBN has imposed stricter reporting guidelines, ensuring that FX transactions are reported within 10 minutes of execution. This includes real-time reporting by commercial and merchant banks, as well as daily activity reports by Bureau De Change (BDC) operators.
The role of BDCs has evolved under the new rules. These operators are now permitted to purchase FX from authorized dealers to meet retail demand, which could help reduce disparities between official and black market exchange rates. However, this change is contingent on meeting new capitalization requirements set by the CBN.
Panic Selling and Naira Volatility
One of the major drivers behind the recent strengthening of the naira is panic selling. Several analysts have suggested that the exchange rate of N1,600/$1 was artificially inflated and not reflective of the currency’s true value. Historical trends, such as the December period when dollar inflows from Nigerians abroad tend to boost the naira, also play a role in this volatility.
Some speculators predict that the naira may experience further fluctuations as it strengthens temporarily before weakening again, as seen earlier in 2024. The removal of foreign exchange sales restrictions and increased liquidity through the Central Bank’s actions could contribute to this pattern.
Expert Opinions on Naira’s 2025 Prospects
Economists have weighed in on the naira’s outlook for 2025. Bismarck Rewane, Managing Director of Financial Derivatives Company, predicts that the naira is currently undervalued by about 26%, and expects the currency to appreciate to N1,525 per dollar in 2025. Rewane stresses the importance of capital control measures and transparency in the FX market to stabilize the naira further.
Dr. Muda Yusuf, CEO of the Centre for the Promotion of Private Enterprise, concurs that the foreign exchange market has stabilized over the past few months, crediting the Central Bank’s reforms for the positive outcomes. He also highlights the role of improved inflows from International Money Transfer Organizations (IMTOs), the liberalization of the exchange rate, and the successful issuance of a $500 million domestic dollar bond as key factors supporting naira stability.
A Promising Future for the Naira?
Looking ahead, experts believe that the removal of capital controls and continued market transparency could strengthen the naira in the long term. Rewane’s optimistic outlook predicts that the naira will stabilize at around N900 per dollar through 2024 and 2025, with foreign inflows expected to surge significantly.
As Nigeria moves into 2025, the combination of a more unified foreign exchange system, better regulation, and strong global and domestic factors could pave the way for a more stable and resilient naira.
