NCAA Fines RwandAir ₦15m Over Passenger’s Damaged Baggage

The Nigerian Civil Aviation Authority (NCAA) has fined RwandAir ₦15 million over its handling of a passenger’s complaint concerning damaged baggage.

The airline was also directed to replace the damaged bag and pay the affected passenger $170 in first-need compensation in line with Nigeria’s aviation consumer protection regulations.

According to Ireporter Online, NCAA spokesperson Michael Achimugu disclosed the sanction in a post on his personal X account on Friday.

The aviation regulator said the penalty followed RwandAir’s failure to resolve the passenger’s baggage complaint within the stipulated timeframe provided under Nigeria’s consumer protection regulations.

The NCAA said the airline failed to address the complaint in accordance with provisions governing consumer protection in the Nigerian aviation sector.

In addition to the ₦15 million fine, the authority directed RwandAir to replace the passenger’s damaged baggage and pay $170 as first-need compensation under Part 19 of the NCAA Regulations 2023.

“The NCAA has sanctioned Rwand Air for consumer protection-related infractions. The airline has been fined a sum of FIFTEEN MILLION NAIRA for its failure to resolve a baggage issue within the stipulated timeframe,” the authority stated.

It added that RwandAir had also been directed to replace the damaged bag and pay the passenger $170 as first-need compensation as provided under the regulations.

The NCAA said the latest sanction was part of its efforts to ensure that airlines operating in Nigeria comply with passenger protection rules and resolve complaints within the prescribed period.

The aviation authority has previously sanctioned both local and international airlines over consumer protection violations and other regulatory breaches.

In February 2025, Royal Air Maroc, Arik Air, Ethiopian Airlines, Aero Contractors and Air Peace were among airlines sanctioned by the NCAA over various infractions.

The latest action came shortly after the regulator warned airlines that failure to process passenger refunds within the timeframe stipulated by Part 19 of the NCAA Regulations 2023 could attract sanctions.
