Speaking during a stakeholders’ meeting on Wednesday, Area Comptroller Dalhatu Abubakar clarified that the levy was temporarily suspended due to the termination of the Nigeria Customs Service (NCS) contract with service providers. However, once the suspension is lifted, the NCS will assume full responsibility for collecting the levy.

“We are using this period to educate stakeholders on the necessity of the 4% FOB levy. The meeting today is part of an ongoing engagement to ensure everyone understands its importance,” Abubakar stated.

He further explained that the levy, backed by Section 18 (1) of the NCS Act (2023), is crucial for funding Customs operations and streamlining stakeholder transactions.

While some stakeholders expressed concerns about the financial burden, many acknowledged the need for the levy but called for better communication and consultation before such policies are enforced. They also urged the NCS to provide timely updates when the suspension is lifted to allow businesses to adjust accordingly.
