FG Affirms NASS Authority To Scrutinize Executive Budget Proposals

Bagudu emphasized that it is within the legislative purview to review and make adjustments to the budget in the interest of the nation, despite the executive’s initial submission.

Addressing reporters in Abuja, Bagudu clarified, “The president submitted a budget to the tune of N27.5 trillion, and the National Assembly, in its wisdom, increased it to N28.7 trillion. When we presented the budget, it was at an exchange rate of N750 to a dollar, but the Assembly increased it to N800 to a dollar. That created more revenue.”

He highlighted various adjustments made by the legislature, including increased contributions from Government Owned Enterprises and enhanced budget allocations for the judiciary, legislature, and executive branches.

Bagudu emphasized that in a democracy, institutions wield their powers, and the National Assembly has the final say in budget matters. He referenced the precedent of former President Umaru Yar’Adua’s legal challenge to the appropriation powers of the executive versus the legislature, which was eventually settled out of court.

Regarding the National Assembly’s authority to increase budget estimates, Bagudu unequivocally affirmed, “Yes,” citing it as an integral aspect of the checks and balances inherent in the presidential system of government.

The suspension of Senator Abdul Ningi, who had raised concerns about budget padding, sparked controversy, with calls from various quarters, including former Vice President Atiku Abubakar and Senior Advocate of Nigeria, Mike Ozekhome, for a committee to investigate the allegations rather than punitive measures.

Bagudu’s statements underscore the complex interplay between the executive and legislative branches in budgetary processes within Nigeria’s democratic framework.
