Rivers State, currently facing political turmoil, along with the Federal Capital Territory (FCT) in Abuja, has yet to announce its budget. The proposed N74.249 trillion could increase by the end of 2025, as the budgets put forth by the Federal Government and many states are still pending legislative approval, with potential for supplementary appropriations in the future.

According to a summary by Vanguard, N35.676 trillion, equivalent to 48.05%, is earmarked for capital projects, while N38.573 trillion (51.95%) is allocated for recurrent expenditures. Notably, most of the 35 states have prioritized capital spending, with exceptions including Ekiti, Osun, and the Federal Government.

Ekiti State plans to allocate N183.464 billion of its N375.790 billion budget to capital projects, while Osun State proposes N390.028 billion, with N144.231 billion designated for capital expenditures and N245.797 billion for recurrent costs.

At the federal level, the government has proposed a budget of N49.74 trillion, which comprises N30.45 trillion for recurrent spending and N19.29 trillion for capital projects. The recurrent budget includes N16.33 trillion for debt servicing and N14.12 trillion for non-debt-related expenses, while capital expenditure features N14.85 trillion for projects and N4.44 trillion for statutory transfers.

The top spenders among the states include Lagos (N3.005 trillion), Niger (N1.5 trillion), Ogun (N1.054 trillion), Delta (N979.2 billion), Enugu (N971.8 billion), and Akwa Ibom (N955 billion). In contrast, the lowest expenditure comes from Gombe (N320.11 billion), Yobe (N320.81 billion), Ekiti (N375.79 billion), Nasarawa (N382.57 billion), and Ebonyi (N396.59 billion).

Regionally, the South-West leads with N6.202 trillion in proposed spending, while the North-East has the lowest at N2.610 trillion. Other regional allocations include North-West (N4.382 trillion), North-Central (N4.0265 trillion), South-South (excluding Rivers) with N3.807 trillion, and South-East with N3.481 trillion.

Notably, Lagos’s budget of N3.005 trillion exceeds the combined total of N2.610 trillion proposed by the six North-Eastern states (Adamawa, Bauchi, Borno, Gombe, Taraba, and Yobe) and is roughly N476 billion less than the total budgets of the five South-Eastern states (Abia, Anambra, Ebonyi, Enugu, and Imo) combined, which stands at N3.481 billion.
