Miami-based US District Judge Beth Bloom imposed the sentence after Rocha pleaded guilty to two counts, including acting as an agent of a foreign government, in a case that Attorney General Merrick Garland described as one of the most significant and enduring infiltrations of the US government by a foreign agent.

Rocha’s espionage activities, carried out on behalf of Cuba, led to his indictment in December, culminating in a sentencing that included a $500,000 fine, the maximum penalty allowed. Assistant Attorney General Matthew G. Olsen emphasized the severity of Rocha’s actions, noting that they represented over four decades of betrayal and deceit against the United States.

Rocha’s admission of acting as an agent for Cuba while holding various positions of trust within the US government underscores the magnitude of his betrayal and the falsity of the oaths he took to the United States.

During his extensive public service career spanning more than 20 years, Rocha served as ambassador to Bolivia from 2000 to 2002 and held high-ranking positions in numerous embassies and even the White House during the Bill Clinton administration
