CBN Introduces New Interest Rate Benchmark
The Central Bank of Nigeria has announced the introduction of the Nigerian Overnight Financing Rate as a new benchmark for the country’s money market, in a move aimed at improving transparency and strengthening the transmission of monetary policy.
According to Ireporter Online, the development was disclosed in an official statement issued by the apex bank’s Acting Director of Corporate Communications, Hakama Sidi-Ali, who noted that the initiative was implemented in collaboration with the Financial Markets Dealers Association to deepen the nation’s financial system.
The bank explained that the newly introduced rate is designed to align Nigeria with global best practices in short-term interest rate benchmarks, enhance price discovery, and promote transparency in the pricing of money market instruments. It further stated that the benchmark would improve the effectiveness of monetary policy, support financial innovation, strengthen risk management practices, and boost investor confidence across the financial system.
The CBN noted that the introduction of the Nigerian Overnight Financing Rate places Nigeria alongside established global benchmarks such as the Secured Overnight Financing Rate in the United States, the Sterling Overnight Index Average in the United Kingdom, the Euro Short-Term Rate in the Eurozone, and the Tokyo Overnight Average Rate in Japan, as well as the Johannesburg Interbank Average Rate in South Africa.
According to the report, the benchmark followed a stakeholder engagement session held on February 27, 2026, during which market participants formally adopted the rate, with subsequent regulatory approval paving the way for its implementation. The apex bank stated that it will serve as the administrator of the benchmark, ensuring proper governance, transparency, and regular publication.
Further details indicate that the rate is structured as a risk-free benchmark reflecting the cost of overnight secured funding in the interbank market. It is based strictly on actual transaction data rather than estimates, thereby improving credibility and accuracy in pricing. The rate will be published daily at 10:00 a.m. on the next business day, ensuring consistency and openness in the system.
The framework specifies that only naira-denominated overnight secured interbank transactions that meet defined thresholds will be considered, while the rate itself is calculated using a volume-weighted trimmed mean methodology to eliminate extreme values and enhance reliability. In situations where transaction data is insufficient, the previous day’s rate will be retained and clearly disclosed to maintain continuity.
The apex bank clarified that the Nigerian Overnight Financing Rate is not a monetary policy tool and does not replace key indicators such as the Monetary Policy Rate. Instead, it will serve as a reference point for pricing financial instruments, contracts, and certain corporate loans.
For investors, the benchmark is expected to improve pricing, valuation, discounting, and risk management of naira-denominated assets, thereby deepening activities in the domestic money market. However, the bank noted that retail customers are unlikely to experience immediate changes in savings or lending rates, as these are influenced by broader cost and risk considerations, although increased transparency is expected to strengthen confidence in the financial system.
The CBN added that any corrections to the benchmark would only be made in cases of material error and must be fully disclosed, while the methodology underpinning the rate will be reviewed periodically to ensure it remains robust and aligned with prevailing market conditions.
