UNESCO suggests that governments should allocate 26% of their budgets to education, a target also endorsed by Nigeria’s National Policy on Education. The World Bank recommends a range of 20 to 30%. Despite these guidelines, the 2025 allocation is significantly lower than these standards.
Out of the 33 states that have announced their budgets, only four—Enugu, Kano, Jigawa, and Kaduna—have met the 26% threshold, while four others, including Abia, Nasarawa, Oyo, and Sokoto, have met the World Bank’s 20% minimum. On the other hand, states like Lagos, Delta, and Bayelsa have made the lowest allocations, all below 7%.
While this reflects a continued commitment to improving education, it highlights a gap in funding that could impact the quality of education across the country. The disparity in state-level education funding underscores the need for greater prioritization of education in national and state budgets.
