They are urged to promptly publish copies of loan agreements and disclose spending details of approximately N5.9 trillion and $4.6 billion loans obtained by their respective states and the FCT. This call to action includes providing comprehensive information regarding the projects executed with these loans and their locations.

Additionally, SERAP has called for the Independent Corrupt Practices and Other Related Offences Commission (ICPC) and the Economic and Financial Crimes Commission (EFCC) to be invited to investigate the utilization of both domestic and external loans secured by the states and the FCT.

The impetus behind SERAP’s demand stems from the recent revelation by Governor Uba Sani of Kaduna State regarding the financial predicament left by the previous administration of Nasir El-Rufai. With the disclosure of significant debt and contractual liabilities, including the inability to meet salary obligations, concerns about financial transparency and accountability have been amplified.

In a series of Freedom of Information requests dated March 30, 2024, and signed by SERAP’s deputy director, Kolawole Oluwadare, the organization emphasizes the public’s right to access information concerning the allocation and utilization of public funds. This transparency, SERAP contends, is vital for fostering accountability, curbing corruption, and bolstering trust in democratic institutions.

The urgency of this matter is underscored by the widespread reports of mismanagement and misuse of public funds across various states, leading to detrimental effects such as delayed salary payments and inadequate provision of essential services. By shedding light on loan agreements and expenditure details, SERAP aims to empower Nigerians to actively engage in monitoring and scrutinizing government spending, thereby promoting good governance and preventing abuse of public trust.
